The following tutorial written by Rae (Raeniel) for PSP versions 8 & 9

Open the font 'Plegmy Kilmister.ttf' and minimize
Move the gradient 'christimeless.jgd' to Your PSP Gradients Folder
- the background was painted by rae; the tree and house from clipart and painted
- smoke puffs painted by rae
- cauldron from clipart; the added flames and bubbling by rae
- jackolanterns by Jasc
- witch is copywrite to CCC; her look of surprise added by rae
- the flares are copywrite to RedPhantom
*Fair warning - this tut will flip between PSP and AnimationShop a few times. There might be an easier way to build it but the process was quite involved and I tried to make it as simple as possible . As well, I've done some of the work by making a couple of the animations .. so I hope you'll be patient with the following process and take your time with the steps between the two programs
1.
Open at PSP :
- single witch
- tag base.psp
2.
Select the 'tag base' layer at the tag base.psp > Copy
3.
Open Animation Shop > Paste as a New Animation
- duplicate to 30 frames
- Edit > Select All
- Edit > Propagate Paste
4.
Open (at AS) the 'jackolanterns'
- Edit > Select All
- Edit > Copy
Move to your tag base/30 frames .. move the scroll, at the side, to the bottom - for you to better see where you're placing the animations
- Right click at the first frame
- Paste Into Selected Frame > place your jackolantern to the bottom left or right. I placed mine at the base of the tree
5.
Open the 'cauldron.psp'
- Edit > Select All
- Edit > Copy
- Left click at the first frame
- Paste Into Selected Frame > place the cauldron to the edge of the golden elipse *make sure to leave room between the two for your witch
6.
Open 'kissy_witch.psp'
- Edit > Select All
- Edit > Copy
- Left click at the first frame of your tag base/30 frames
- Hold the Shift Key
- scroll to Frame 13 > left click again to select that series of 13 frames
- right click > Paste Into Selected Frame
- place her over the golden elipse and so that just a portion of her broom bristles extend into the cauldron fire :

Edit > Select All .. File > Export Frames to PSP
- at PSP: Turn off Frames 30 to (and including) 15

Select the 'single witch' you previously opened > Copy
- Select Frame 14 > Drop the transparency to around 50 *so you can see the under-layer with the witch
- Right click > Paste as a New Selection - placing your single witch so that she's
- moving offscreen and her broom at the same tangent as the previous witch :
- Select None
- Restore the transparency to 100

Again, select the 'single witch.psp' :
- Image > Mirror
- Image > Resize > Percentage of Original 30% > Bicubic
- Select All > Float
Open your Airbrush tool > size around 10 or 20 > full density and opacity
- color #2D077B
- swab over the tiny witch
- select none
Copy her > select & Turn ON Frame 15 :
- drop the transparency to around 50
- Paste as a New Selection the tiny witch into the 'sky' .. just entering, about like this (first light circle) :
- I've marked, as well, where you'll place the remaining witches and the path they follow
- Select None
- restore the transparency to 100

Again, select the single witch and resize 75% > Copy :
- move to Frame 16 and Turn ON
- Paste as a New Selection - forward on the path
- Select None
- Restore the transparency to 100

Resize the witch again - 75% > Copy :
- move to Frame 17 and Turn ON
- drop the transparency
- Paste as a New Selection just before the roof of the house *not over the roof, itself - we want it to appear she's flown behind and away
- Select None
- Restore the transparency to 100

Resize the witch again - 75% > Copy :
- move to Frame 18 and Turn ON
- drop the transparency
- Paste as a New Selection just after the roof of the house
- Select None
- Restore the transparency to 100

Resize the witch again - 75% > Copy :
- move to Frame 19 and Turn ON
- drop the transparency
- Paste as a New Selection near to the moon
- Select None
- Restore the transparency to 100

Resize the witch one last time - 75% > Copy :
- move to Frame 20 and Turn ON
- drop the transparency
- Paste as a New Selection on the moon
- Select None
- Restore the transparency to 100
15.
Move up the remaining Frames and turn them each ON
- Close and Update back to Animation Shop
- pull the side scroll down to the bottom, to better see that portion and read the Frame numbers

Open 'RedPhantom1' :
- Resize to 20% of Original > Bicubic
- Copy
- select Frame #8
- Paste into Selected Frame > pick a common spot at the end of her broom bristles for where to place all the 'flares'. *you won't have to be absolutely perfect with this, but as close as you can to the spot you've chosen.
For example, here's my spot :

Bring up the RedPhantom1 image > Undo (restoring to original size)
- Resize to 60%
- Copy
- Select and Paste into Frame #9 .. at your spot

Undo RedPhantom1
- Resize to 40%
- Copy
- Select and Paste into Frame #10 .. at your spot

Open 'RedPhantom2'
- Resize to 30%
- Copy
- Select and Paste into Frame #11 ..at your spot
20.
Undo the resize
- Resize to 60%
- Copy
- Select and Paste into Frame #12 ..at approximately the same spot

Undo the resize
- Copy the original size
- Select Frame # 13 and Paste ..it will be a little hard to see your spot.. just approximate

Open 'rae_smokepuffs' :
At your 30 Frames :
- Left click at Frame 14
- Hold Shift Key > scroll to Frame 19 and click again, selecting those six frames
- Right click > Paste into Selected Frame > placing the smoke puffs along the same tangent as the broomstick, but near the place the fire started :

Return to the smokepuffs.psp > all frames selected
- Animation > Mirror
- Resize 15%
- Copy
At your 30 Frames :
- Left click at Frame #19 > Hold Shift
- Scroll to Frame #24 > left click to select those frames
- Paste the smoke just at the end of her broomstick

Open 'fade moon face'
At your 30 Frames :
- Left click Frame #20 > hold Shift
- click Frame #30 to select that series
- paste into the moon

Move to PSP > return to your 'tag base.psp' image :
- highlight 'tag base' layer > hit Delete at your keyboard
- Flood fill with Gradient 'christimeless' :
- Turn ON the 'extra house' layer
- now change it's blend mode to Overlay
We're approaching the finish line!! .. so close but no cigar..just yet

Add a New Raster layer :
- Text with these colors *or choose your own
- Font - 'Plegmy Kilmister'
- Make as Vector (not Floating)
- size 48 or 72 - then adjust the vector box as needed, to your canvas
- highlight the 'extra house' layer > add a New Raster layer
Here is a look at how your layers should be set, you do not have to name them. Your text will be at the top and we'll add a drop shadow to the New layer underneath :
- highlight your Text layer
- with your Magic Wand, Feather at 0 > click into the background
- Selections > Invert
Now highlight your new raster layer, underneath :
- Select None
- Change the Blend Mode at your drop shadow layer to Dodge
- Merge visible all four layers
- Duplicate to 5 Layers
- change the transparency of 4 layers :
OK..now I have to tell you that this is where things got a lil dicey, as far as how to explain what to do to finish up this tag. There were a few ways to do it and I settled on, what I think is, the easiest 
So, here goes:

Return to AS and to your 30 Frames :
- Select Frame #1 > Right click & Duplicate
- Repeat
- Repeat > you now have 33 Frames
- Move to Frame #32 > Left Click and Hold Shift > Click Frame #33 to highlight both
- Copy
- Edit > Cut
- Move to Frame #1 > Paste Before Current Frame
- you should have 33 Frames

Locate and open your duplicated text .psp file :
- Edit > Select All
- Copy
- Click into Frame #1 of your 33 Frames
- Hold Shift and click into Frame #5 to select that series of frames
- Right click > Paste Into Selected Frame
- before you click to set them in .. make sure to perfectly align them within the frames so that the 'light' doesn't peek through at the edges

Resize > I chose 80% Bicubic
Here are the Frame Speeds :
- Edit > Select All
- Animation > Frame Properties > 18
- Select Frame #3
- Animation > Frame Properties > 250
Almost ready to show off your tag!
Here are the Optimization settings I used.
At Customize / Colors tab :
- 255 colors > Optimized Octree > Error Diffusion
At Customize / Optimizations :
- I checked everything and shaved off some seconds
At Customize / Partial transparency :
- Convert Pixels less than 48%
- color unimportant
